It is for increasing the CFL number, multiplying it by the "factor" after certain "no. of iterations" until it reaches the "CFL limit".

For example, for the set (1.05, 10 , 4) with an original CFL number of 1. You will be increasing the CFL number to 1*1.05 after the first 10 iterations. And it keeps increashing until CFL reaches 4.
