I want to provide the oscillating wall boundary condition to the top wall of my channel to test my custom solver.

I have implemented my solver in openFoam v2206 (ESI). But I now realize that it doesn't have the boundary condition I need which is available in the other edition of OpenFOAM here.

Is it possible to implement that in v2206 or do some other workaround exists?

Almost all of those types of boundary conditions have been removed. You want to look for the uniformFixedValue boundary condition (yes, it's a horrible name) and use a table, sin, something to describe the oscillation.
