I'm confused with definitions of these two words and their differences in OpenFAOM:
Solver and Toolbox
?

OpenFOAM is a CFD toolbox which comes with many solvers but also with other pre- and post-process utilities such as mesh generators.

How about Package? For example FSI "package" developed by Tukovic et al. Sorry that my questions seems so trivial...

I would say that a package is a distinct module which you can plug-in to OpenFOAM. It may contain several solvers/utilities. For instance FSI package contains structural solvers, coupling utilities, mesh deformation utilities, etc.
