Salome local refinement

I'm trying to generate a mesh with local refinement in salome. Using Mesh-> Create Mesh->Algorithm: NETGEN 1D-2D-3D, and then, I select NETGEN 3D Paramenters. In Local sizes tab I select On vertex (after selecting the desired vertex) and I change the local size to 0.1 times the default local size. I Apply, Close and then compute the mesh.
But when I inspect the mesh, I realize that there is not local refinement. Anybody knows what am I doing wrong?

Maybe try selecting a couple of vertices in the cells you want to perform refinement on.
