Issue with my Van Leer flux vector splitting.

I am currently writing a Van Leer flux vector splitting code for the 1D Euler equations. But everywhere I look, I am not able to find anything that describes how I actually apply the upwinding nor does anyone show how to apply the forward Euler time integration. Can someone show me how to do this or point me where to look?

There is a book titled "Riemann Solvers and Numerical Methods for Fluid Dynamics" by Eleuterio Toro. It is the best textbook I've found on Riemann solvers. Chapter 8 goes over flux vector splitting. Chapter 6 goes over how to apply Godunov type methods to the 1-D Euler equations.
