If I want to use contact detection in dynamic meshing for two walls in a 2d mesh, how should i write the udf using DEFINE_CONTACT?

Unfortunately not. The explanations provided in Ansys's udf guide are limited and vague and the provided example is too complex.

I also did not find any additional info. I am trying to simulate two objects in motion where motion for only one of the objects is specified with UDF.
