Why is not possible to apply both Pressure and Velocity at eiether inlet or outlet for fluid flow compressible problems?

This is because due to p-v coupling, defining one defines other. Usually, you define the known and obtain the unknown. Think of this as displacement and stress in case of solid mechanics. A fixed end condition gives you the stress (reaction force) there.
