I am trying to resolve the boundary layer of my simulation by using a very fine mesh. Can I used the solution to my coarse mesh to initialize my fine mesh?

SU2 has no such built in capability at the moment.
There are scripts "out in the wild" for that purpose (e.g. https://github.com/su2code/SU2/issues/852) most are based on naive implementations of nearest neighbor interpolation (if your mesh is large it will take longer to interpolate than to run).
