MRF model in Star CD

There are two approach to model multiple reference frame in StarCD viz. explicit and implicit approach. While the explicit approach can be modelled as one to one connection (no averaging of flow variables) as well as by averaging the flow variables at the interface. But when the problem is modelled using implicit MRF approach, whether the flow variables at the interface are averaged or one to one connection is assumed. Could someone elaborate on this?
