Default Fluid Regions donot communicate via "Attach" Boundaries

I'm simulating a 2D sliding mesh case in starcd 3.26.131. The fluid regions do not communicate across the attach boundaries I have specified. I can see that the boundaries are properly matched upon executing the command "eoslide...". I'm running parallel and have made sure that the cells across the sliding interface lies in a single processor. Further I'm using loadsteps to change BCns and ufiles to initialize the fluid domains.

Any ideas why the fluid regions are not communicating with each other?
