Freestream Setup in an External Flow Simulation

I have set up an external flow simulation with supersonic freestream conditions. I have a cylinder around the geometry and I declared the top and bottom of the cylinder as the inlet and outlet respectively, and the sides as the freestream atmosphere. The freestream has zero gauge pressure and a Mach number of 2.0. The problem is that the freestream prevents my simulation from converging...instead it performs a limit cycle behavior (oscillates instead of converges). Any idea what I may be missing?
