Suitable range of relaxation factor for VOF boiling cases?

hello friends,
I am simulating a engine cooling system using VOG boiling model . Solver values like Tdr and Tke appears diverging at initial stage of iteration and I read that by controlling relaxation factor we can control convergence .How much to specify relaxation factor in starting of VOF boiling and what is the range of lowest accepted maximum values of relaxation factor we can specify towards the end and after how many iteration and in how many step we can increase relaxation factors.;I had varied Values of Tdr and Tke from range of .01 to 0.3 but residue is not coming down below 10 and if i increase the relaxation factor .They are again shooting up...Please help me out if you guys had faced similar problem...
