Default Boundary condition using user subroutine

I have a user subroutine of inlet boundary condition (bcdefi.f) and a local coordinate system. If I need to define the direction of velocity based on a local coordinate system, what command should I use?

I would very much appreciate if anyone is able to share his/her experience on this case.
