I need to refine mesh at the free surface interface between water and air. Any idea how to refine mesh at free surface. Thanks

Just define 2 regions and enable the "grow from interface" option.

Why do you want prism layers at the free surface? There isn't much point in splitting the domain in two and then re-meshing, it is just making more work for yourself, why not just use a mesh volume source and refine within it?
