I'm using ProStar4.03.002, I have defined and programmed a subroutine ufile/bdefi.f. The problem: Prostar do read the file, but still no velocity nor TE and ED values are used, initialization values are used instead. Why?

Where have you got v4.03.002 from? This is an internal CD-adapco version not supposed for clients. Have you activated user subroutines in the pro-STAR panel? Do you have a compiler? Does your user subroutine compile successfully?
