small size cell problem(moving mesh)

Default small size cell problem(moving mesh)

Hi guys, i generated moving mesh for sliding vane pump, in order to change cell position i used filling. when i run the solver solution diverge after some iter. then i checked result velocity is a very hight in smallest size of mesh(0.001 mm) i think velocity difference in biggest cell(0.41mm) and smallest cell(0.001mm) is too big that's why solution is unstable. how can i decide smallest cell, please advise.
