I want to see the manuals in order to fully understand its capabilities. On that may be I may recommand the authorities at my university to purchase it. So is it possible to get that CD before purchasing it ?

You should try and ask Computational Dynamics for a trial license. Then you get perhaps also the manuals.

Someone else asked a similar question here a year or so back and got a similar (I assume authorised) reply from CD (i.e. manuals are "copyrighted documents for authorized users").

Shortly after, some wag decided to make their manuals available online. I just had a look to see if they're still accessible. They're not - I wonder if CD's lawyers got involved?

what do you need to know about the capabilities? If you ask the questions on here you will probably get a better and less biased response. CD-Adapco as with any of the developers will lead you to believe that thyre software is the best in the world and can do everything under the sun, and the manuals will give you very little info on how good the features are and meerley tell you how to use them. I personally am a big fan of star although obviously there are certain parts of it i havent used and couldnt tell you about but i think you should be able to build up a good picture of it's strengths/weaknesses from talking to people on here who have used it.

Posting specific questions on this forum is indeed a good idea but I guess it's kind of cumbersome if you need to know a whole lot. After a while, it may not be all that easy to get responses anymore either. I suggest you follow Anders' tip and ask for a free trial license. If you are considering to buy the software, you should do that in any case. I'm convinced that the online documentation follows the installation. At least it did three years back when we got our first trial license...
