Default Overset mesh: cylinder on free surface

Hi all

I am trying to generate over set mesh for a cylinder dropping into water surface. I am consistently getting error that there are inactive cells. I have tried every single thing possible for one whole day. Please can someone help me out. A tip would help. I can share the model and you can tell me where i am going wrong.

Please reply if you can.
