However, my first guess is that it is in your mesh. And therefore the problem is in your ICEM geometry. Possibly there are multiple curves very close to each other on the edge...

What I would recommend is to start with a thick inflation layer of only 1 element. Then in a second step split it into a large number of layers. Mostly, that works better than growing multiple layers...
