I can't execute BLDTEC.BAT,in order to run tecexe

I'm trying to rebiuld tecexe.exe in order to translate *phi in dat format for tecplot.

When I run BLDTEC.BAT , I get a Bad Comand or filename error!!!!!!!!!!!!

Below is the BLDTEC.BAT file :
