fluentMeshToFoam not running

Hello, I'm totally new to openfoam and running my first tutorial(elbow). I have gone through many threads regarding this issue on internet but I'm still not getting it. Can anyone pls provide me solution for this. Here's the error what I get.
fluentMeshToFoam elbow.msh --> FOAM FATAL ERROR : Could not find mandatory etc entry (mode=ugo) 'controlDict' fluentMeshToFoam --help --> FOAM FATAL ERROR : Could not find mandatory etc entry (mode=ugo) 'controlDict' |

Which OpenFOAM version are you using? The version of ESI, FoamExtend, or The Foundation? The error message seems strange and hence, I believe anything went wrong during (a) installation or (b) compilation.
