Velocity wall BC in openfoam

I'm warking with a RAS model. The k-epsilon model don't model the layer, instead extracts it from the calculus domain and replace the BC with a tangential force. Now, why openfoam models usually use noSlip condition on wall velocity? Do we really want to fix the velocity to 0? or instead, we want to fix the tangential force?
