Default fluctuating boundary conditions

Is it possible to impose fluctuating boundary conditions with OpenFOAM?
Are there any existing publications demonstrating the difference between fluctuating and non fluctuating boundary conditions?

I have tried doing that in other software without the effect -- better mixing -- I expected.
