k-omega SST near wall inlet condition

In OpenFoam, the inlet boundary condition for k-omega-SST is:
turbulentMixingLengthFrequencyInlet
which sets
\omega=k^{0.5}/(C_\mu^{0.25}L)


with k=3/2(I U_{ref})^2



but on the NASA webpage (https://turbmodels.larc.nasa.gov/sst.html) the BC's for k-omega SST should be:


U_\infty / L < \omega_{farfield} < 10 U_\infty / L
and
10^{-5}U_\infty^2/Re_L < k_{farfield} < 0.1U_\infty^2/Re_L


Why does this discrepancy exist? Does the inlet boundary condition in openfoam assume wall modelled k-omega SST? Does the inlet boundary condition still work for a grid with y+~1?
