Default Cone Injector seems to give a planar emission

I have a cone Injector set up to hopefully create a conic spray using:

    parcelBasisType        fixed;
            flowRateProfile constant 1.0;
            Umag            constant 14.0;
            thetaInner        constant 0;
            thetaOuter       constant 45;

            sizeDistribution
            {
                type        normal;
                normalDistribution
                {
                     minValue	 1e-06;
                     maxValue    1e-04;
                     expectation 3.0e-05;
                     variance    2e-5;
                }
What I am getting is a spray of about 45 degrees vertically and 2 degrees horizontally. How do I get a solid cone?
