Yes it really needed to be fixed. I am doing some tests now to see if the problem still exists or not under different configurations.

This is still an issue in OF1706 and extend versions.

As you see in the commit, there are just the phi fields initialized with zero instead of the SMALL one and also the division is now done with a smaller number ROOTVSMALL. Interesting fix but I think I will not have time to check it out but good to know and thanks for mentioning it here.

Initializing with small instead of 0 is root cause of many problems in VOF calculations. This idea works okay in mixture multiphase where there is no sharp interface but in vof it can cause problems difficult to debug.
