How the contact angle decides the boundary of alpha in OF?

Hi everyone, recently I was doing some simulations about droplet motion. I noted that the contact angle model in OF returns the wall contact angle field in theta() function. But it confuses me how this wall contact angle is used to calculate the alpha boundary and alpha bulk values?
