I made the mesh with gmsh, but that is not the issue here. The issue is that I have set the boundary condition on the ACMI blockage patch as "rototingWallVelocity", which is possible apparently, but doesn't work as intended according to wyldckat:

the blockage entries must strictly be set to fixed value and they will not work as intended with anything else

It would be good to have this documented in the OpenFOAM documentation, for future reference, instead of just in a post in this forum...
