unsteady radius

hi guys
I have faced with a new problem about simulation a vein which is located on a circle .as you can see in the picture this circle does not have a fixed radius and its radius changes by the R(t) function. how can I define this variable radius? for solving the flow I am using piplefoam. |

I dont think that I need to use dynamic mesh because just the vein should move ,for better understanding I can say there is cylinder which is moving from a coordinate by a function.
