Default turbulence kinetic energy k boundary condition at walls

Why in the k-epsilon wall function, the boundary condition of turbulence kinetic energy k at walls is kqRWallFunction, which is in fact the zeroGradient BC, instead of a Dirichlet value often used in the literature
