addLayers with snappyHexMesh at small Cells

Hello everyone,
i have a problem with snappyHexMesh. I have a cylinder with a so-called trip wire and would like to mesh it with wall layers. However, snappyHexMesh does not create wall layers in the "important" area (see Figure_1). I have tried a wide variety of changes in resolveFeatureAngle, expansionRatio, featureAngle, slipFeatureAngle (all snappyHexMesh) and includedAngle (surfaceFeatureDict). I set the parameter minTetQuality to -1e30. Also included is my snappyHexMesh & surfaceFeatureDict file. I hope someone has a tip for me! Perhaps my mistake is also much more trivial than it seems to me now. If it is so, then I also ask for feedback. Thanks Code:
