Simulating object rotating within fluid

I am learning Simflow which uses openfoam as its backend so asking this question here as I am not aware of any simflow online community. I am trying to understand how to perform a simulation with a rotating object. There are two tutorials (links below), neither of which mesh the object to be rotated. In one example they use dynamic mesh to rotate one of the meshed fluid regions and in another they define a cell zone within the fluid and rotate the cell zone. What is happening and what is the difference between the two methods? It appears as if it is the fluid rather than the propeller that is being rotated but that makes no sense as the fluid elements would experience a centripetal acceleration.
