Rough walls in low Re

I have a case of a flow in a thin gap with rough walls.
I know about nut*RoughWallFunctions but these require cells greater than the gap itself.
For low-re cases, there are no wall functions, hence no rough walls can be selected.

How do I model rough walls in low Re cases?
