I use Salome to generate stl files for meshing, but when it comes to redefine them (e.g. separate a stl into more stl files), it's not so simple and generally you have to redefine all.
What I mean is that I would like to perform following steps, taking as example a 2D planar rectangular face:
  1. define inside the rectangular a circle belonging to same plane of the first
  2. define a proper edge size for the edge circle
  3. trinagulate separately the two meshes
  4. export them as stl files

How should I do this with Blender?
