Default Doubt about boundary conditions of k-omega SST model

I am performing simulations on low-Re airfoils, in which I am using the kOmegaSST model. I am facing issues in determining the initial conditions of k and omega.

Menter's paper in which he proposed the kOmegaSST model, is on this link : https://drive.google.com/open?id=0B3...GEybXNEMXVmY3c Menter has suggested the following values for freestream k and omega in equation (A11) :

omegainfinity = c*Uinfinity/L
nutinfinity = nuinfinity*d
kinfinity = omegainfinity*nutinfinity

The values of c and d vary from [1,10] and [1e-5,1e-2] respectively.

How do we choose the values of c,d and L? Also, in equation (A12), what does deltay1 mean?

I have the following data fixed :

Re=235000
c=0.298m
Freestream Turbulent Intensity=0.1%
