DynamicMesh to modelize wind direction around a building

Hi,
I'm trying to realize a dynamicMesh, but not exactly the way we can find them in the tutorials. In fact, i have a mesh with an .stl (a building) in the middle of my mesh. I would like to make it fixed and being able to turn the external part of the mesh (in order to vary easily the wind direction). It can be this way, or with the building part turning and the external fixed, it does not matter. But i can't find a way to determine a precise angle of rotation between the two meshes without stipulating a rotating speed (as we can have in DynamicMeshDict) as I would like to do a whole simulation with a precise angle, change this angle, and redo a simulation and so on.
