[snappyHexMesh] Cellset now size 0

I am new to using OpenFOAM. I set up an actuator disk simulation by defining a specific set of cells as actuation sources using topoSet. But I have a silly problem coming up with topoSet and snappyHexMesh. I used snappyHexMesh to produce refinement regions inside the domain.

The problem I encounter with this is that, when the refinement levels inside the region 'turbine' is set to 2,5, or 6, topoSet is able to create a cellset called 'actuatordiskcellset' with finite number of cells. But for refinement levels 3 and 4, I am getting a message telling that the number of cells inside the cellset is 0. I tried changing the coordinates inside 'locationInMesh' of snappy very slightly and still didn't succeed. Please let me know if you have any suggestions on how to tackle this problem. I have attached the messages put out in terminal for the cases where refinement levels are 2 and 3 respectively. I have also attached the snappydict and topodict files for your reference.

I also noticed that the size of cellzone is in the order of 1e150 (attached a screenshot) and the volume is mentioned as zero. I thought this might help comprehend the problem in a greater detail.

Hm. My first thought is, that depending on the level, the cell centroids are positioned differently and I assume it selects cells based on the centroid location. Your region appears to be pretty narrow, perhaps it just does not wrap around any cell centroids for these levels but for the working ones it does?
Visualize the ones that work and maybe that tells you more.

Hi, I am facing the exact same issue where the cellZone sizes are 0 and in the order of 1e+150. Were you able to find a solution?
