TJunctionFan tutorial question about changing baffle/outlet?

I ran the TJunctionFan tutorial and my question pertains to the definition of how a baffle changes in time as the simulation runs it's course.
One of the outlets at time t=0 allows air to exit from the 'T' but the second outlet on the opposite end does not. As the simulation progresses in time, the second outlet starts to allow air to exit as well. I've looked through all the folders and files and I cannot find how this is defined. I think I figured it out, it's this line (31):
