snappyhexmesh cell splitted ununiform..2D case

Hi guys,
I am using shm to make a test, but I got the mesh like this. the problem is: 1) cell splitting is not uniform, I dont even know where I can fix this. 2) Can not add layers, looks like its a common problem and is tough to handle. Any comments would be appreciated. Code:
