For anyone interested in running OpenFOAM solvers under Windows, the OpenFOAM v1.4.1 MinGW port is now available for OpenFOAM v1.5.x. You can find the patch and compilation instructions at:

I've just updated the Windows/MinGW patch (to v3) for OpenFOAM 1.5.x. Noteworthy is that snappyHexMesh now compiles successfully.
