OpenFoam v1706 on ubuntu 20.04 and lubuntu 16.04

I have followed all the steps and tried installing OF-v 1706 on ubuntu 20.04 and Lubuntu 16.04. but it shows the same error. I am attaching the file. I have downloaded the latest .gz files.

My goal is to install hy2foam for which i need to install OF v1706 first.
