I am new to OpenFOAM and in general to Ubuntu operating system. I followed the instructions to install OpenFOAM found at http://openfoam.com/download/install-binary-linux.php
I managed to install Docker, and even to run ./installOpenFOAM+ successfully. However, the last step of the installation is giving me a problem. When I do ./startOpenFOAM+ it shows me the following message:

non-network local connections being added to access control list
of_v1612_plus
rpc error: code = 2 desc = oci runtime error: exec failed: container_linux.go:1153: sending signal 0 to pid 8141 caused "permission denied"

any suggestion would be highly appreciated. Thanks!

Quick answer: On the installation page http://openfoam.com/download/install-binary-linux.php - there is a step that indicates:

The Docker installation process should create a group docker.

What were the exact commands that you used when following that step?
