You mean the phi used in most flow-solvers?

No. There is no groovyBC for surface fields. Main reason is that one of the main purposes of BCs is correctly setting up the matrix coefficients for the linearized system which is then solved. But surfaceFields are not solved for. So no matrix is set up. So BCs are futile.

What you could use is the manipulatePatchField-functionObject. Although that is rarely a good idea (if it has an effect at all)
