problem using Dilate on gmsh

I would like to modify the size of the mesh saved on vtk file:

Merge "geometry.vtk";

s0[] = Dilate {{0,0,0}, 0.5} {Duplicata{Surface{1};}};

Surface Loop(1) = {s0};
Volume(1) = {1};

Mesh.CharacteristicLengthExtendFromBoundary = 0;
Mesh.CharacteristicLengthMax = 40;

The problem is that Dilate does not modify the size of the geometry, this remaining constant. How can I modify the size of the system?
