Characteristics Timescale

Hi all. I read the book "LES for Incompressible Flow" by Pierre Sagaut. But I have a question. In page 4, it says that the "ratio of characteristic times varies as O(Re^0.75)". But as I know, the characteristic timescale given by the Kolmogorov's first similarity hypothesis is O(Re^0.5). I referred this from Lumley's (pg. 21) and Pope's books (pg. 186). Why is it differ in Pierre's book?
