Default Vorticity in inviscid shallow water equations

Hi, all

I'm surffering from a fundamental issue with vorticity(rotational behaviour) of flow. If we use the inviscid shallow water equations in numerical model, then we cannot expect any vortical flow. Is this right?

Then, let me check some part from 'Toro's book' stating that
" The inviscid shallow water equations admit solutions that include discontinuities such as shocks(or bores), contact discontinuities(present when modelling pollutant transport, for instance), shear waves and vortices(present in the two-dimensional case).... "
This seems to argue that inviscid shallow water equations can introduce vortices, which is contrary to our expectation. Please help me getting clear on this.
