What is a time accurate solution and how is this achieved in cfd?

The time accurate solution means the solution which computed by transition/unsteady simulation.

Using Newton(inner) iteration at each time step and high-order time difference scheme.

Fractional step method is a time accurate method. Originally developed by Chorin. You can find many papers on this method.
