Troubleshooting Unsteady Incompressible Flow Solver

Hi There,
I have written a 2 dimensional incopressible flow solver working on a finite volume cartesian grid, using a pressure correction algorithm. I am trying to validate, against a bench mark solution for Re 100 flow over a submerged cylinder. I know the flow is suposed to be unsteady, however my solver seems to keep converging on a stable soltion. The resultant drag coefitiants agree well with the bench mark figures (+or- 15%-20%), however their is a distinct lack of instability. Can anyone sugest possible reasons for my unwanted stability?
