Default Core Spreading in Vortex Methods

I want to know whether Core Spreading in Vortex Methods approximates incompressible N-S correctly? if NOT (I believe it is NOT as proven by C. Greengard 1985), why the implementation of Core Spreading with RBF (http://dx.doi.org/10.1002/fld.811 , http://dx.doi.org/10.1002/fld.842 ) was successful? is there any clue?
