Hello
if someone gives us a pc and says :"calculate this pc's FLOPS"
how we can do that, the time taken by CPU to do a summation or a division is different sow how we can calculate a pc's flops?

Usually the number is for addition and multiplication, but bear in mind that the number is pretty much irrelevant since it is never attained (real operations are limited by memory and (less frequently) ILP and other on-chip issues).
